The D7 Visa Housing Catch-22: How to Secure a Lease Before You Arrive

You’ve spent countless hours researching, watched a gazillion YouTube videos, and may have even taken that exploratory trip to Portugal just to be sure it’s everything you hoped it would be. But then, it hits you like a ton of bricks. Are you actually expected sign a lease and possibly pay for an apartment for months BEFORE you even apply for the D7 visa?! I’m going to hold your hand when I say this, the answer is a clear and resounding YES. I know, I know. I have heard it all before. What if I spend all this money and don’t get approved? What if my schedule or budget won’t allow me to take multiple trips just to vet potential places to live? Breathe. That’s where I come in.

The Portuguese consulate requires proof of accommodations to approve your D7 visa, whether that be a lease contract or a property deed. This means you must be prepared to incur the expense of securing a a residence prior to making your application at a VFS Global office or the consulate. Airbnb nor any other form of short-term rental are acceptable for the purpose of the D7 application. The Portuguese government requires you to have at least a 1-year lease contract or proof of ownership of a home here in Portugal. Unless a client has spent considerable time here previously and has compelling reasons to purchase a home before their actual relocation, my advice the vast majority of the time will be to lease your initial residence here. This is where it gets sticky. It is a non-negotiable must for D7 visa applicants to submit proof of housing as part of their application package, but Portuguese landlords rarely want to sign a 1-year lease with a foreigner who isn’t in the country, hasn’t secured a visa or residency, and doesn’t have a Portuguese guarantor (fiador). So how do you overcome this challenge?

Rest assured, thousands of Americans (myself included) have successfully navigated this step in the process, and you will, too. The key is arming yourself with the knowledge, tools, and team that will allow you to be an attractive prospective tenant to a Portuguese landlord. That means understanding the intricacies of the Portuguese real estate market and how they are very distinct from what you may be used to in the U.S. First, there aren’t large, corporate apartment complexes. The most likely scenario is you will be leasing from a private condo owner. As such, you won’t fill out a lease application. Instead, you will be asked for a fiador, a Portuguese guarantor. In the States, we would liken this to a co-signer. As an American looking to immigrate to Portugal, it’s unlikely you will have a fiador, so typically you will be asked to pay additional months’ of security deposit. In lieu of filling out an application and payment of an application fee, the standard protocol is to make an offer, provide a copy of your tax return, three to 6 months’ worth of bank statements, and proof of your income (pension, employment contract, etc.).

Portugal has a culture that is centered around relationships. Having a real estate advisor that has earned a reputation for professionalism and is affiliated with a respected agency will assist tremendously in helping to overcome your not having a fiador and not yet having been granted residency. It also doesn’t hurt to have your real estate agent provide a short letter of introduction you have written to the landlord. A personal touch can go a long way. The Portuguese are warm people who are very welcoming when estrangeiros (foreigners) take the time to forge a genuine connection and respect the culture.
